Release of Easier-to-Read Version of Redacted Jackson Lewis Report into MCPS Procedures for Handling Complaints

Today, the Board of Education has released a version of the Jackson Lewis Report into MCPS Procedures for Handling Complaints that is easier to read and has fewer redactions than the report released to the public on October 12, 2023.

While it still has a number of redactions to protect the identity of staff, the intent is to help create a fuller picture for the public of the investigation findings, while continuing to protect the privacy interest of our employees.

Today’s release aims to reassure the community that the Board of Education is committed to transparency, openness and accountability while we begin to heal our community and re-focus on the work of learning and teaching.

In her statement at Tuesday's Board meeting, Board President Karla Silvestre said: “We have heard your requests for a better understanding of Jackson Lewis’s findings, and we are taking another look at the report to see if there are any areas in which we could redact less.”

The release of the less redacted version of the findings today is in direct response to those requests.

February 5, 2024 - Board of Education to Vote to Appoint Interim Superintendent

The Montgomery County Board of Education is planning to vote to appoint Dr. Monique Felder as interim superintendent of Montgomery County Public Schools (MCPS) at their Board meeting on Tuesday.

Dr. Felder brings 32 years of experience in public education, including as superintendent for Orange County Public Schools in North Carolina, where she was nominated as regional superintendent of the year.

The Board of Education will vote to appoint Dr. Felder to the role of interim during their Board meeting starting at 11:00 a.m. on tomorrow, Tuesday, February 6, 2024.

The Board meeting can be viewed live via http://wm6iy.goudounet.com/. Meetings are also cablecast live on Comcast Channel 34, Verizon FIOS Channel 36, and RCN Channel 89, and are rebroadcast at 1 p.m. on the Saturday and Sunday following the meeting.

Operating Budget - Notice of Additional Hearing

Board of Education to Hold Public Hearing to Consider Modifications to or Elimination of Three MCPS Programs in FY 2025

The Board of Education is actively working to develop a responsible and effective Operating Budget for FY 2025 that focuses on the needs of MCPS students and employees. 

As the community is aware, we have reached the end of the funding the school system received through the federal ESSER grant to help us through the COVID-19 pandemic. In addition, the economic environment and rising inflation are significantly impacting the school system’s finances. Given this economic climate, it is particularly important that MCPS is a fiscally responsible partner with the County.

All this is requiring the Board of Education to take a deep and serious look into the upcoming budget for FY25, including analysis of what is essential, what the school system can afford, and what is really moving the needle for MCPS in terms of student achievement. The Board of Education is also committed to making sure that the budget aligns with our core priorities including improving math and literacy rates and ensuring a safe and inclusive school environment. The Board must focus on ensuring there is a return on investment for all MCPS students in a large and complex school system.

As part of that work and after listening to extensive public comment, the Board is considering making modifications to or eliminating three programs in FY25: The MCPS Virtual Academy, which was funded through the use of the ESSER grant during the COVID-19 pandemic; The MCPS Innovative Schools Initiative that includes an extended academic calendar at Arcola Elementary School and Roscoe R. Nix Elementary School; and The Leader in Me Program, offered at a handful of schools across MCPS.

The Board is not solely focused on analysis of these three programs - it is looking at all programs included in the proposed FY25 budget. The Board of Education is highlighting these programs in order to hear specific feedback from the community.

The Board will hold a public hearing regarding these programs on Tuesday, February 20, 2024, at 6:00 p.m. The hearing will be held in-person and will be open to the public.
